市議員意見不一‧禁設卡拉OK中心暫擱置

（雪蘭莪‧沙亞南）繼禁煙和禁酒措施之後，沙亞南市政廳在常月會議上建議禁止管轄區設立卡拉OK中心，惟市議員贊成與反對意見不一，有關建議只好暫時作罷。
沙亞南市長馬茲蘭表示，市政廳決定先擱置這項由執法小組提出的建議，並在小組討論和改良後再作決定。
羅斯里：衍生社會問題
較早前，執照小組主任羅斯里是基於沙亞南居民認為一些卡拉OK中心助長年輕一代進行傷風化活動及卡拉OK活動衍生社會問題為由，要求停止發出執照給有關中心。
他也進一步建議沙亞南市區內現有的4間卡拉OK中心，即設於第14區的阿蘭仙特位廣場、Ole-Ole廣場、雙溪毛糯超級廣場和太子園廣場的卡拉OK中心，必須在14天內停止營業。
他指出，該小組也建議擱置位於Setia Alam Tesco即將開張的卡拉OK中心，並提出有條件的限制，如改為家庭式卡拉OK中心，並且設有隔音設備和透明玻璃門鏡。
資訊通訊城不受影響
“我們小組已討論除4星級以上酒店、高爾夫球俱樂部或俱樂部外，其他地方一律不允許設立卡拉OK中心。不過，由雪州政府所批准的卡拉OK中心，如沙亞南第7區資訊通訊城內的娛樂活動不受影響。”
他吁請這項建議能在沙亞南常月會議上通過，有關建議曾於去年7月9日的常月會議上提出，但被擱置。
不少市議員皆對禁止設立卡拉OK中心支持與反對意見不一，部份市議員認同該小組的意見，表示卡拉OK中心助長歪風，使年輕一代的回教徒違反回教教義。
相反地，一些市議員則表示上述建議治標不治本，市政廳應從長計議並且嚴厲管制卡拉OK中心。
被拖欠近137萬租金瑪茲蘭：財政小組失誤
截至今年2月杪為止，沙亞南市政廳被拖欠高達136萬9999令吉的租金，其中大部份拖逾十年，而且有些欠債者已離世，無法追討租金。
市長瑪茲蘭指出，財政小組沒有及時報銷及追討債務，完全是財政小組的失誤才造成欠債如雪球越滾越大。
“市政廳只在今年2月收回58萬9291令吉的租金，卻真正被拖欠的數目更大。基於此，我們將展開追債行動，追討被拖欠多年的租金。”
拖欠租金3個月將終止合約
他表示，凡拖欠租金超過3個月者，將被終止租賃合約，必須遷離沙亞南市政廳持有的建築物，並被列入黑名單。
針對沙亞南市議員洪能吉質疑該小組官員是否可自行決定報銷欠債時，副市長回答說，一切決定將由常月會議通過後，再交回雪州行政議會會議決定。

沙亞南市長指出，垃圾承包商在清理和拆除這些非法借貸廣告布條和街招，竟然被高利貸業者警告，因此他們不敢輕舉妄動。
“市政廳將把此事交由執法小組處理，拆除這些廣告。”

Loan sharks putting up posters and banners everywhere

SHAH Alam city councillors have expressed deep concern over the rampant activities of loan sharks who are flooding the city with illegal banners, posters, handbills and callcards advertising their business.
The councillors fear that if the matter was not dealt with firmly and fast, it will have an adverse effect on the city’s well-being and image.
They said that Shah Alam’s reputation as the Selangor capital city would be marred by the activities of the loan sharks.
“We have to do something to stop such activities before they get any worse,” councillor V. Vembarasan said.
According to councillor Ang Leng Kiat, the loan sharks were actively promoting their business by putting up posters and banners all over the city.
He said the loan sharks were also seen visiting the Shah Alam City Council (MBSA) complex to collect loan repayment dues from council workers.
“I fear that more and more people are going to become victims of these ruthless money lenders,’’ Ang said
According to mayor Mazalan Md Noor, the MBSA has no problem removing banners and posters hanged on walls, street lamp-posts and trees, but is facing difficulties in getting rid of the posters which have been pasted with strong glue.
“The council is fighting a perpetual losing battle as the loan sharks come back with more posters and banners after we have removed them. If we removed them in the afternoon today, the posters and banners will be back tomorrow morning and we do not have the kind of resources to compete with them,’’ he said.
Mazalan said that Alam Flora and MBSA contractors were not too keen to remove the posters and ban­ners as their workers had received threats from the loan sharks.
He said the MBSA had sought the assistance of the police to fight the menace and had lodged police reports against those putting up the banners and posters.
