声称禁赌乃个人立场太具争议性

针对民主行动党莎亚南市议员洪能吉，在市议会执照小组会议建议不延长博彩业的营业执照一事，雪州民主行动党主席欧阳捍华表示，禁赌只是某个市议员的个人建议，不代表雪州民主行动党的立场。他说，禁赌就如禁酒、禁避孕套一样，并不能根治或断绝社会问题，反而可能导致地下赌博活动更形猖獗。“先进如新加坡亦无法禁赌，而是通过监控营业执照来约束博彩业，新加坡经验说明加强监控比一味禁赌更加见效。” 欧阳捍华（右图）也是雪州行政议员。他说，鉴于禁赌建议太具争议性，雪州行动党已要求洪能吉马上收回这项建议。提醒市议员兼顾党及公众利益同时，欧阳捍华也再次提醒，雪州行动党籍县市议员，在提出任何政策性的建议时，必须顾及党的立场和公众的利益。将重新评估违背立场者的地位他也说，若有违背党立场、违背公众利益者，雪州行动党将重新评估他们的地位。 市长本身已初步接纳禁赌意见《中国报》今日封面报道，洪能吉日前在出席市政厅执照小组会议，以赌博引发严重社会问题为由，建议市政厅停止更新并收回博彩公司和电玩中心执照。莎阿南也是雪兰莪州的首府，目前该区约有6个投注站。市长本身已初步接纳禁赌意见，惟因此事影响层面广泛，可能引起部分人士反弹，决定另召特别会议，咨询所有市议员意见，探讨落实禁赌措施的可能性。而洪能吉在《中国报》致电了解时，大方承认曾提出禁赌建议，并强调他这么做都是以社会问题角度为出发点，无关政治或宗教。由于早前巴生回教党市议员准备提出禁酒令，并掀起完成风雨，雪州政府议决，雪州地方政府若要落实涉及州政府政策的课题，必须先获得州行政议会的通过。

Councillor’s proposal lands him in trouble
SHAH ALAM: A Shah Alam City councillor’s proposal to ban all forms of gambling activities in the state capital has earned him the wrath of his party boss.
Councillor Ang Leng Kiat made the proposal at the meeting last Friday but it did not go down well with DAP secretary-general Lim Guan Eng when it was published in a Chinese daily.
Lim said action would be taken against Ang for making the suggestion.
Ang said he respected Lim and there was nothing he could do if the DAP strongman wanted to take action against him.
He insisted that the proposal was made in his personal capacity as a councillor, and should not be viewed as one coming from the DAP.
He said the information was leaked to the newspaper and he “just confirmed it” when the reporter called.
The 37-year-old businessman cited the negative social impact caused by gambling when he made the proposal which included a ban on 4D outlets.
“These people even go to the extent of borrowing money from loan sharks and end up in big trouble,” he said.
However, Ang said his proposal also did not go down well with the financial committee and the city council.
“I wish to apologise to the DAP for causing unnecessary anxiety to the party,” he said.
With this, Ang hoped that the matter would be put to rest.

GEORGE TOWN: A local council member from Selangor who had called for a ban on all forms of lottery in the state is in trouble with the DAP, which had nominated him for the seat.
The party secretary-general Lim Guan Eng said yesterday stern action will be taken against Ang Leng Kiat, who sits on the Shah Alam City Council (MBSA). Ang had proposed that the MBSA stop issuing new permits for lottery outlets and withdraw licences which have already been issued.
He said his suggestion was to help minimise the social problems arising from gambling and that it was not politically or religiously motivated.
Lim did not disclose what action Ang would face, but said the councillor’s proposal did not reflect the party’s stance. The Selangor DAP also said that Ang’s statement did not represent the stance of the state liaison committee.
“This has nothing to do with the DAP. He is acting on his own,” said Lim, who is also Penang chief minister.
Nevertheless, Lim himself had last year called on the federal government to reduce the number of draws each week from the present 10 to six, saying that there were too many draws.
Lim was speaking to reporters after witnessing the installation of multilingual road signs in the heritage enclave here. Yesterday, 19 signboards were put up, out of a total of 300 that will be installed on 82 streets this year.
Meanwhile, despite the opposition from several non-governmental organisations (NGO) against the state’s Wireless@PENANG initiative, Lim said the state government will push ahead with the project.
“If WiFi is harmful, my chief of staff Jeff Ooi and I would be the two persons in Penang who will be the first to get fried by radiation, since we work 10 hours to 12 hours per day at Komtar, with four WiFi hotspots around us,” Lim said.

洪能吉：屬個人觀點有心人洩漏炒作

（吉隆坡21日訊）莎阿南市議員洪能吉說，他明白在提出重大建議前，需向黨匯報，惟禁博彩業建議只是他個人觀點，不料被有心人“無意”洩漏，大事炒作。

他說，大家推崇政治開放民主之際，是否能抱有開放心態接納各种建議？何況禁博彩建議僅在小組會議上提出，並未落實，各界沒必要過度放大和宣染這項建議。

他也希望外界不要誤會，以為這是行動黨的建議，也呼籲大家不要再借此炒作為政治課題。
他今日接受《中國報》詢問，民主行動黨秘書長林冠英指任何黨員在發表意見時，需黨通過黨的同意，否則將受對付時，這麼指出。

對錯交市民評估

他說，他接受各人言論自由，但希望民眾能意識到賭博的需求，是屬于“誘發性”，使人上癮及越賭越大。

“無論以何種形式合法化賭博，都會使人得以增加接近賭博的機會，賭的機會越多，就越多人賭，且越賭越大。”

他也針對禁賭建議引起爭議，向支持這項建議的人道歉。
他指出，他是基于賭博是社會公害，影響社會風氣和人民正常生活，以及有其他人與他有共同觀點，才提出禁賭建議。

他說，他以民主精神接納來自各界回應，即使是反對聲浪，他樂意接受，對與錯將交市民評估。
